This brooch was commissioned by Janet Cohen, the wife of the former Secretary of Defense, Bill Cohen.  She asked for a pin that would show the Eagle and Dove sharing the Olive Branch of Peace. 

The card enclosed with the brooch reads: "Peace is the bravest of all human endeavors. It is building a bridge between our fears and our hopes, our cynicism and our ideals. It is having the courage to walk across that bridge in the dark, with faith our only companion. Peace is bravery with wings."
